We analyze a possibility to reduce an impact of pollution emission in water bodies on its quality exponent by an appropriate redistribution of pollution density. Mathematically we consider a one dimensional model with advection, diffusion and reaction term and show that in the licensed area for a given ecological constraints there exists a pollution distribution providing the maximum total loan. Analogously for a given total loan there exists a pollution distribution in the licensed area with minimum impact on the studied
water quality exponent.
